Legal challenges are extremely difficult for the ordinary citizen. They are left with judicial review, and an extremely expensive course of action, or taking action for either negligence or misfeasance in public office. All of these routes are extremely expensive and beyond the means of the ordinary citizen, and in fact beyond the means of some quite wealthy citizens. The local authority inevitably has the resources to defend itself and defend its members against highly justifiable claims. The way forward has now proved to be that the means of exposing matters, are by writing a book, and bringing in investigative journalists, such as those who produced the results in the Post Office scandal dealing with the Horizon system.
